Many "DOT consortiums" sell little more than the random drug-testing pool. Hiring and keeping a CDL driver compliant takes 23 items — most federally required, the rest strongly recommended — from the employment application and MVR to the driver qualification file and post-SAP testing. The gaps are where carriers get exposed. This table shows, item by item, which provider offers what. No dollar amounts — just what each company will and won't do for you, and whether they publish a price for it.
Among the eight providers we checked on October 14, 2026, Vertical Identity is the only one with all 23 driver-compliance items either included in the membership or ordered in the same portal at a published price — sold to a single owner-operator, online and self-serve. That includes driver qualification file (DQF) software, included with the random program, and MVR, PSP, CDLIS and criminal background checks run by Vertical Identity's own background screening company.
Random pool enrollment is just one of the 23 items (49 CFR §382.305). A full-compliance provider also vets every new driver — employment application, previous-employer safety history, MVR, Clearinghouse pre-employment query, drug test, medical certificate, plus the recommended CDLIS, PSP and criminal background check — then keeps the driver file current with annual Clearinghouse queries, annual MVR reviews, medical card tracking, supervisor training, a written drug & alcohol policy, and post-SAP testing.
The next highest published score was FleetCollect, at 16 of 23; its DQF software is a separate add-on and its screening runs through a partner (Checkr). Foley offers 22 of the 23 items but publishes no price for any plan. Consortium Pool / New Era scored 6 of 23 — its DQF software and screening are sold separately through New Era Titans with no published price. DISA sells on enterprise contracts only and was not scored.
Getting compliant isn't one task — it's two ongoing jobs: keeping your motor carrier (your company and your operating authority) in good standing, and keeping every CDL driver vetted and current. Most consortiums touch one slice of one layer. Vertical Identity runs both.
PSP and a criminal background check aren't FMCSA-mandated — but they're how you hire with your eyes open. The criminal background check validates the driver's SSN, address history, criminal history, and sex-offender registries (and more) for $39. You still make the hire decision — you just make it with the full picture.
